Developing Programs  for Ethnic Audiences

 From its beginning public station managers have struggled with how to create programming for underserved audiences.    

It is a multi-horn dilemma to (1) find the producers to make the programming and (2) audiences that will choose to view. 

 

For 50 years plus CPB (Corporation for Public Broadcasting) has funded all manner of consortiums for production and numerous audience studies.
